Richard Baseleer was a Belgian painter and etcher. He was trained by his father who was an etcher and lithographer. He made figures, portraits and scenes of cityscapes, but was especially famous for his navies and river views. The latter earned him the nickname of 'painter of the Lower Scheldt'.
He painted the ports of Antwerp and Venice.
