Why is this image in the public domain?
The Artist died in 1902 so this work is in the public domain in its country of origin and other countries where the copyright term is the Artist's life plus 70 years or fewer.

Lucien Lefevre was born in 1850 in Varennes, France and studied portrait painting under Georges L. Bruders and exhibited in the Salon des Independents in Paris in 1872 and 1873. A pupil of Jules Cheret at his printing atelier, Lefevre acquired a reputation as a posterist in his own right, his work reflecting the influence of his teacher.

Counted as one of the artists whose work is included in Les Maîtres de l’Affiche (The Masters of the Poster), the publication became one of the most prestigious and influential art publications in history. Its 256 color plates have preserved for each succeeding generation a wide-ranging selection of outstanding posters from the turn of the century, when the popular art form had reached its first peak. The original prints from the original publication are incredibly rare and highly prized and collectible.
