Why is this image in the public domain?

Born in Stockton, CA on June 5, 1880. At the turn of the century Junge attended the Mark Hopkins and Partington art schools in San Francisco while working in the art department of the Examiner. He was a resident of Oakland until 1906 and then further studied at the London School of Art, Académie Julian in Paris, and the AIC. After serving in WWI, he settled in Oak Park, IL and established a studio in Chicago. He was the author of Bookplates (1916) and Ex Libris (1935), and recipient of five awards from the Int'l Book Plate Ass'n. Junge died in Des Plaines, IL on Jan. 17, 1972
