Wilhelmus Hagemans was a Dutch draftsman and watercolorist who worked in the province of Utrecht. Hagemans created numerous cityscapes, not only in Utrecht but also elsewhere in the Netherlands and the rest of Europe. In addition to these visual works, he also wrote poetry.

Hagemans began his career as a house painter. From the age of thirty-three, he also devoted himself to working as a painter. He started out as a self-taught artist in 1955 and later took lessons, first in Blaricum with Cees Smitt and Jos Woerkom, and later in Utrecht with Erica Visser, W.D. Kuyck, Bert Jonkers, and Rien Goenee.

His work was appreciated by private individuals and museums. His work can be found in the collections of the Utrecht Art Lending Library, the Water Supply Museum in Utrecht, the Volksbuurtmuseum Wijk C in Utrecht, Warssenhoeck in Nieuwegein, the Tolsteeg-Hoograven Historical Circle Foundation, and the Woerden City Museum.
