The son of the painter and fresco painter Ferdinand Wagner the Elder, he studied with his father, at the Academy in Munich, with Simon and Angelo Quaglia and Christian Jank. In 1867–68 he was in Italy, then in Munich. His speciality was decorative painting and the painting of ceilings and walls in town halls, taverns, coffee houses, the facades of palaces and other houses.
