Oskar Arthur Bluhm studied at the Dresden Kunstgewerbeschule (School of Arts and Crafts) and the Academy of Fine Arts. Later, he also trained with Ferdinand Keller at the Academy of Karlsruhe. Form 1892, he was active in Meissen. Bluhm specialty was illustration art: for a long period of time, he contributed to Munich satirical magazine "Meggendorfer Blätter" (he mainly painted scenes of elegant ladies engaged in pastime activities and those reflecting on life of the high society).
